that such denial could be justified on the ground that there

was doubt whether the goods in question were "in transit" (paragraph 2. of Article 5) or alternatively that action

was necessary in the case of munitions of war in order "to

"prevent the safety of the routes and means of communication "being endangered" (paragraph 2 of Article 5).
